Submitted quarterly to the Treasury Department, the records include itemized patient lists from Pennsylvania Hospital, vouchers from the Board of Health for sailors cared for at the Lazaretto (including one African-American seaman in 1810), an itemized account of all expenses, and correspondence from the Treasury Department related to adjustments made to the account. There is also a letter to Albert Gallatin from a tavern keeper seeking payment after caring for a sailor with smallpox in 1811.

545 |a Between 1808 and 1827 John Steele was Collector of Customs for the Port of Philadelphia and the Marine Hospital Agent. The Marine Hospital Fund was established by the United States Congress in 1798 to provide for the relief of sick sailors. Under the Act, a tax of 20 cents per month would be withheld from the pay of each sailor – to be paid by the ship’s captain at the local custom’s house. As such, the collector of customs also acted as the Marine Hospital Agent and was responsible for the distribution of the funds. These funds would be used to provide for the temporary care of any sick sailor at either a government run Marine Hospital, or at a locally contracted hospital. In Philadelphia, Pennsylvania Hospital was contracted to care for sick sailors during the Nineteenth Century.
