Portrays recruits saying their goodbyes to loved ones at the train, parades, and images of guardsmen recreating. Also contains images of the cavalry with their horses, militia wearing gas masks, the building of pontoon bridges, radio operators, aerial photographers, airplanes and tanks. Of note are photographs recording maneuvers on the newly opened Pennsylvania Turnpike. Also includes activities of the Pennsylvania Reserve Defense Corps.
