Summary: The primary objective of this master plan is to provide a realistic and orderly development scheme for the Philadelphia Naval Complex, taking into account the interrelationships and needs of all activities comprising the Complex and recognizing the natural and man-made environment constraints. In conjunction with the resultant planning analysis, the Capital Improvements Plan (CIP) has been developed to satisfy valid facility deficiencies within the Military Construction Program framework. The secondary objective is to identify trends and potential growth or reduction of functions which may have an impact on land utilization, and to provide a flexible development scheme which can accomodate changes, should they occur. The Philadelphia naval Complex consists of several activities and units, the largest of which are the Philadelphia Naval Shipyard; Naval Station, Philadelphia; Naval ships Systems Engineering Station; and the non-contigious Naval Hospital.
