Depicts the training of the Philadelphis Sea Scouts, highlighting scouts readying their vessels for the season. Shows seamen striking against tanker companies, and picketing at piers near strike-bound vessels. Documents the strike of the Marine Engineers Beneficial Association and the Masters, Mates & Pilots Association with views of pickets, strike meetings, ships idle in the Delaware, and the end of the strike meeting.
