On November 7, 1861 the U.S. Navy defeated Confederate forces in the Sea Islands of the Beaufort District in South Carolina. Area planters often abandoned most of their property, including enslaved persons, in their rush to evacuate. The abandoned slaves were declared contraband of war and placed under the jurisdiction of the U.S. Department of the Treasury. The Port Royal Relief Committee of Philadelphia was formed on March 5, 1862 as a humanitarian effort, providing food, clothing and education to approximately 10,000 slaves.  |
