Engard (State Secretary of Welfare), Dr. Arthur B. Noyes (Superintendent of Norristown State Hospital), Dr. Herbert C. Woolley (Superintendent of Pennhurst State School for Feeble Minded), and Dr. William C. Sandy (Director of the Bureau of Mental Health of the State Department of Welfare.
(11) is photograph dated October 16, 1938 showing state troopers stationed at the main entrance of Byberry during the state takeover.
