Duane Minard represented the State of New Jersey in its 1931 lawsuit against the State of New York. The purpose of the case was to prevent the latter from diverting water from the Delaware River and the Delaware River Watershed in order to supply water to New York City. The Commonwealth of Pennsylvania entered the suit as an intervener. Although New Jersey's claims were denied, the amount of water New York could divert was restricted.
